[osis-core] Schema revisions

Guys,

To make the schema more readable and to avoid conflicts with the 
documentation Steve has been working on, I have removed the comments 
from the latest revision. Note that I am also going to experiment with 
removing the simply types to a separate file for use with an include 
statement. Should shorten the main file a good bit and make it more 
manageable.
