This is traditionally considered "poetry", since Moses is "blessing" 
the people. In the printed Hebrew Bible (BHS), the text is formated as 
poetry, which indicates the editors' opinion about the nature of the 
literature in that chapter.

So, without looking at the CEV, I would say it is likely the 
translators are doing the same. But it is not "pure" poetry, and there 
are embedded "narratives": each tribe is blessed. So the translators 
may be grouping the text around that literary structure.

Hard to say without the CEV in front of me....
