[osis-core] issues unaddressed at the Dallas meeting

Last weekend I made notes on the rest of the issues and on some of the
ones we talked about. I will try to post some questions and/or
statements later today (it might be tonight).
One issue that I have not heard anything about since the Dallas meeting
is the dictionary set of elements.
