[osis-core] xml:lang

Todd,

In the latest version (and I think in last night's version) I imported 
the xml.xsd and declared the attribute as:

<xs:attribute ref="xml:lang" type="xs:language" use="optional"/>

Question: should I include the type="xs:language" or leave it out?
