[osis-core] date attribute on <div>?

Chris and Steve,
I also did not realize that this was anyone's intention until Patrick
posted he was working a date regex and then saw a date attribute on
<div>.
Steve, where you intending to add a date attribute or where you
intending to use you date structure proposal as possible values for an
osisID? If so I think Patrick may have misunderstood what we were
thinking, which led to the addition of a "date" attribute.
