[osis-core] <lb> element

Guys,

Help! Todd is beating me over the head about the <lb> element and the 
notes say it to be used in <l> element and does not say anything about 
elsewhere.

If you check the chart I sent out, it everywhere. Looks like a 
consistent semantic to me, but it bother Todds.

Show of hands, feet, etc., on this issue?
