[osis-core] container vs. milestone

I'm not sure why you're suggesting to use a milestone in you 'more 
accurate' example.  Why not just use the verse container.  It doesn't 
cross anything.

I'm still a little hazy as to why we would EVER dictate when something 
HAS to be a container and when it HAS to be a milestone.  (also in 
reference to the 2 types of CHAPTER tags we have now).

My thinking is that the rule that BSP always take precidence when 
something must break, takes care of all the problems.  Let's not confuse 
the user with more rules.  We're not adding anything and we've already 
said it in more simple terms.
