[osis-core] Conclusion of "scope" attribute on <div>.

Patrick,
Steve objects to the use of osisRef on <div> as a statement of the scope
of what is contained because he believes osisRef should be only for
"linking" the <div> to external text (I would think you would see this
most commonly in a commentary).
You and I had previously agreed to leave it as osisRef because it was
the same regex and the form would be clear to the user even if the
meaning was a little different.
I can go either way, and agree that the name "scope" is more meaningful
name for the purpose.
