The TEV translation has Matt.1.2-Matt.1.6a, Matt.1.6b-Matt.1.11, and
Matt.1.12-Matt.1.16 as blocks of text with not separation of the text at
the verse level. (Look at a printed version if you have one.)
As a result, it is not possible to encode the text as individual verses.
The paragraph identifies itself as the set of verses it contains.
I selected the four chapters I encoded because they present unique
challenges. Matt.1 presents the challenge you identified.
Note: It is acceptable to encode an entire Bible with no verse elements
and identify <p> or <div> elements with osisIDs OR to use milestones.
