[osis-core] Header revision

Greetings,

Just so we are all on the same page:

Moving all the elements from <header> to work (save for <revisionDesc> 
and <work>) will include <rights> in <work> AND <teiHeader> and 
<castList> in <work> where they presently are not. Actually can see an 
advantage to including <teiHeader> in <work> as you may have a work that 
has one.

Everybody OK with this?
