[osis-core] Header bug fix

Harry and Todd have suggested:

<xs:sequence>
        <xs:element ref="revisionDesc" minOccurs="0"
maxOccurs="unbounded"/>
        <xs:element ref="work" minOccurs="1" maxOccurs="unbounded"/>
</xs:sequence>

with <rights> moving into <work> also.


Which is what I recall the intent of the header element as well.

Harry, I took your second option since I think <rights> should be inside 
of <work> if for no other reason that it ties it specifically to that 
<work>. Not a problem if youi only had a single work, but leaves it open 
for confusion if more than one and not a problem to fix now.
