Very sensible.

Consider that the verse is the main "focus" of the text. The commentary 
is actually attached to a particular verse (if I am reading your post 
correctly) and so in markup speak, forms an annotation of the main text, 
which in this case is the verse. The generic container for annotations 
in OSIS is the note, so the solution you have devised represents the 
structure of the text (not to mention being able to recover any 
presentation that is desired).
