[osis-core] Valid Regex! suggestion for globalAttributes

Patrick,

It might be useful to create a third attribute group that holds the
attributes currently in globalAttributes (other than those in
inReferenceAttributes and outReferenceAttributes) and have
globalAttributes simply hold three attribute groups.  This will allow
for using combinations of two or just one of the smaller attribute
groups when necessary.  

<milestone> currently has duplicated attributes, I don't know if this is
an oversight or you intended to for it to have different behavior.
