Hope this is soon enough to get back to you. We said that you can drop the
container <q> since it is syntacticly redundant with the milestone approach
<qStart/> <qEnd/> and there should be internal consistency. This led us to a
discussion that it would be equally feasible to use the linked containment
approach (there probabaly is a more appropriate term for this) rather than
the milestone approach. I don't remember that any resolution came out of
that discussion although it seemed that Steve was keen on that.
The milestone approach:

The same text using linked containment:

We added a number of elements that generally are rendered with quotation
marks but whose function is not quote (these are more likely to be found in
notes, introductions, etc).
