[osis-core] Schema update

Guys,

Well it turns out that XMLSpy, according to the technical support 
people, will validate an invalid schema in the schema editor but will 
show it is invalid in the text view. Talk about a real feature! Supposed 
to make authoring schemas easier!

Working on simply outlining the elements and their containers/children 
and should have that posted late this morning. Will then translate into 
syntax.
