<seg> is a general phrase level container element for stuff that we have
overlooked or extension to the core module. For example, if you wanted
to mark phrases before we bring out the linguistic markup, you could use
seg. Or if you wanted to mark orthographic lines (as opposed to poetic
lines) that sort of thing.
