I think that would be good. Milestones are going to be used for
all sorts of unanticipated purposes. (Sorry, I can't think of 
any particular unanticipated purposes: whenever I think I've got 
one, poof! it disappears.)

<milestone> obviously has no children but a content modeling question:

Should we simply insert milestone into all the content models? No real 
overhead to speak of and would allow for cases we don't anticipate.
