[osis-core] <blockQuote> and <q>

What is the proper distinction between <q> and <blockQuote>?  They are
largely interchangeable from an XML and schema perspective.  

Is the basic Idea that a block quote is usually indented or rendered
differently than a simple quote?

Or is it that a block quote is for use with much larger sets of verses
and a simple quote is intended for simple applications?

Depending on the purpose of the two elements we should either expand or
restrict the allowed child elements for the two.

Can anyone enlighten me?
