I an with Troy that "Matt.1.6a" should not be allowed in any case
(unless the "standard" reference system actually specifies Matt.1.6a as
an individual reference and does NOT have a "Matt.1.6").

However, unless the "standard" reference system actually defines a four
level system of identifiers then "Matt.1.6.a" would not be correct
either.

I think that if an element is identified by an verse identifier let it
be identified by that identifier, plan and simple, with no extra
decorations or secondary searches/matches as suggested in the original
post from Patrick.  If there is a need to know that a verse is only
partially contained then let that be indicated separately.

(Also note that there should be no commas separating the identifiers.)

(A better name for the attribute should be chosen.)
