Harry,
Since you have pointed out that the attributes on index are not separate
from each other in the index hierarchy, I would suggest we abandon my
"key1" etc. terminology and go with the standard TEI "level1" etc. but
document (and hopefully illustrate as Harry did in his post) the
semantics of the attributes.
