Sounds like a plan to me!

TEI handles ISBN/ISSN by <idno type="ISBN"> but I think it would be 
preferable to simply have URI, ISBN, ISSN as optional attributes. 
Doesn't add anything but localizes the information you need in work 
without a lot of extra effort.
