This is a problem but the problem of Issue #3 not of Issue #4.

Naturally you could refer to it as tillinghast_matthew:Matt.1.1 but no
one will be using tillinghast_matthew:Matt.1.1 in other works they will
be using the general reference system Bible:Matt.1.1 unless they are
referring to the specific work tillinghast_matthew in which case it
would be nice to refer to Bible:Matt.1.1 in the work named
tillinghast_matthew. If that takes the form
Bible.tillinghast_matthew:Matt.1.1 then so be it but if I am a Frenchman
wanting to refer to Bible.French:Ps.44.3 in Bible.TEV then he has no way
to express in a single string. (Through the header he can define a
<work> with the <identifier>Bible.TEV</identifier> and the
<refSystem>Bible.French</refSystem> but there is not way to express the
fully formed version of that as a single string to be used externally.
This is the issue of ISSUE #4.
