[osis-core] verse

I used to think that OSIS considered the <verse> element to be used to
mark up what most Christians think in the Book Chapter:Verse sense.
What do we really mean by Verse. Are we stating that the contents of
such should be considered Biblical text? Or are we using it in the more
linguistical sense?
