No, it does not declare that the osisIDs in the work are a reference
system.  The reference system would be defaulted to
refSystem="Bible.OSIS" reference system and the so 
<verse osisID="Matt.1.6"/> would really be 
<verse osisID="Bible.OSIS:Matt.1.6"/> 
Also it would NOT be 
<verse osisID="Bible.OSIS[Bible.TEV]:Matt.1.6"/> unless you encoded
<verse osisID="[Bible.TEV]:Matt.1.6"/>
