In the January meeting we discussed having an OSIS approved registry of
values and allowing people to use "x-referernceSystem" for unregistered
identifiers.  All of that got pushed off until later so we could get the
main schema released.  Possibly we should just say that we will handle
it manually initially and make a simple list of "standard" values
available on the osis web site as a simple HTML or XML document.  

As Chris posted earlier this week, it would probably be a good idea for
us to post a set of recommended identifiers for the core reference
systems as well.  If we post the set initially then people will use them
in their initial encoding efforts.  The main thing would be the book
names which we have already determined.  Chris also referred to other
identifier sets as well.
