[osis-core] Reference Syntax Proposal

Hey, I have a nibble figure too. Too many cookies...

I was all set to complain about Matt.1.6a being a part
of Matt.1.6 -- would Chapter_x then contain Chapter_xi,
Chapter_xv, and Chapter_xc?

But I like the proposed approach: if you can't find 
Matt.1.6, search for Matt.1.6.* and you'll find Matt.1.6.a,
Matt.1.6.b, etc. 

Questions:
  - what happens if there IS a Matt.1.6 -- are Matt.1.6.a,
    etc. ignored, unless I search for them explicitly? If Matt
    exists, Matt.1, Matt.2, etc are ignored? I suppose that
    is the correct behavior, but it means that I could define
    a hierarchy in which levels have no relation to each other.

  - How many levels down do I have to search to be sure I've 
    found an osisID if it exists?

  - Is there an osisID that refers to the root of the tree,
    i.e. the whole document?
