[osis-core] OSISScripture_01094 with new regex. (Typo)

The reference element itself is of type xs:string, therefore it can have
content of whatever type it wants to, is optional, and should NOT be
parsed for information.  I noticed this practice in the encodings that
Troy and Chris did a couple of weeks ago.  The reference values that
must be validated are the attributes targetStart and targetEnd.
