Troy,
I am supposed to call Todd at 2:30 but I assumed the case you cite would
be valid and that the <ref></ref> stuff was just so I would see what was
happening. Now I am not so sure. ;-)
Should be validating the attribute value and not the content of the
reference element.
Todd? Isn't that correct?
