[osis-core] OSIS: Latest thoughts, supercedes prior postings

Guys,

We have been wrestling with the reference question and the use of 
reference/referenceEnd, ID/IDREF, etc. for some time.

Since the target (for osisCore.xsd anyway) is a simple text, can we move 
the reference/referenceEnd (and their validation) along with altRef or 
similar mechanism to osisScripture or some other over-riding module?

What I am thinking is that if we structure OSISID/OSISIDREF as 
enumerated in my last post, that it, no mapping to other systems, etc., 
that leaves us with a usuable system that can be expanded for particular 
uses or texts.

Would also simplify the attribute list.

I will try to prepare a sample schema with that as the basis and send it 
out tonight (no promises on the regexs being correct). Will try to poll 
everyone one by phone but I only have phone numbers for Steve and Todd. 
Chris, Troy, can you forward your numbers?
