Patrick,
Reflecting upon your proposed redraft, it occurred to me
that we need a requirement statement indicating that the
principal language in the specification is English.
A second requirement should say that a recommended
mechanism be designed in the spec to facilitate
systematic renaming of the vocabulary terms.
Something like:
Gen.x The canonical form of the OSIS specification shall use the
English language to express terms in the XML vocabulary (e.g.,
document type name, element type names, attribute names, name
tokens in enumerated attribute types, PITarget names,
notation names).
Gen.[x+1] OSIS 1.0 MUST provide a recommended strategy for the use of
the markup specification in contexts where the vocabulary
is represented in natural languages other than English. This
would involve a mechanism for systematic two-way mapping between
the names in English and corresponding names in another language.
This requirement addresses the need to allow markup of biblical texts
in the language most comfortable for a particular user community
without compromising interoperability and validation against
the canonical standard.

language deleted in LTS):

OSIS 1.0 MUST allow for renaming any XML 'NAME' (element type name,
attribute name, token name in an enumerated-datatype default value, etc)
so that the XML markup can appear in various languages.
This requirement addresses the need to allow markup of biblical texts in
the language most comfortable for a particular author and yet retain
validation against a canonical standard.
