[osis-core] Latest OSIS Update

Greetings,

There were several changes in the last draft but one in particular that
I wanted to point out for comments.

Jonathan suggested that I drop the renaming requirement and instead rely
upon XSLT and XML vocabularies to produce schemas in various target
languages. It sounds like a good idea to me since people could then work
with markup in the language of their choice and we could still validate
back against an exchange schema. That looks like it would solve at least
part of the problem that xml:lang (broken thought it is) attempted to
address.
