The Activator is meant to do reference counting. It should work in the context of multi-threading. Each thread is responsible for activating and deactivating. Each call to activate will increment the reference count and each call to deactivate will decrement the reference count. If the call to activate has the ref count at 0 then it will make the resource available. If the deactivate call gets back to 0 then it will release the resource.

But if this is not true, then perhaps this issue is really that Activatable should not be used in JSword.

Other problems:
an AbstractBook holds a searcher, which holds in index. The basic idea is that a searcher can be reused.
Each book is singular in JSword.
If AbstractBook didn't hold a searcher but got a new one for each use, that'd help.
Likewise, LuceneIndexManager maintains a map<Book, Index>. So when an index is gotten for a book, it keeps getting the same one for a given book.
