Could you point to the location in the GPL license that shows what 
you're saying?

Awhile back, there was an issues with device manufacturers, such as TV 
manufacturers, where the users were requesting the source, and they were 
not providing it.  From that, it came to my understanding that they did 
not need to make it easy to get the source, they simply needed to give 
it to you when you ask.  So, if it's not that way, the license must make 
this clear somewhere?
