I don't know why it is set to latin-1. I was scratching my head on that one. I noticed that Chris Burrell had that in the STEP build as well.

The source is either 7-bit ascii or UTF-8. There should be nothing else. If there is, I think it is a bug that needs to be fixed.

The property files are very definately ascii.
