This additional evidence (from SWORD utilities) strongly suggests that the issue is of wider relevance than JSword and BD.  It is a much deeper problem.

I first encountered this issue earlier this month while building and testing another module.
In fact, it so concerned me that I wrote a special TextPipe filter to detect duplicate text in the output from diatheke.

For module WelBeiblNet, here is what I found:

Psa 22:31	has duplicate text
Psa 40:8	has duplicate text
Pro 26:19	has duplicate text
Luk 3:2	has duplicate text
Luk 20:31	has duplicate text
Heb 13:21	has duplicate text
