The iso639.properties has the full list of language names. It slows startup significantly.

Move iso639.properties to a new name, e.g. iso639full.properties. Add it for lookup only if language has not been found in the shorter iso639.properties and explicitly requested. Otherwise give the current answer for an unknown language.

Since iso639.properties is renamed, a default needs to be established.
