DM,
Your understanding of Chinese is correct.
There are two major Chinese writing systems:
Simplified (GB 2312) or Traditional (big5). It does
not matter what dialet the user use, as long as he can
read Simplified chinese, he should be able speak
Mandarin. Or if he read traditional chinese, he most
likely is from Taiwan.
Both mandarin and cantonese from China should be able
to read perferct simplified chinese, and knows most of
the traditional Chinese.
On the other hand, folks from Taiwan most read the
traditional Chinese and should know most of simplified
chinese and may have trouble to understand some of the
simplified chinese.
For user to select which version of Chinese, try to
use GB_2312 encoding for simplified chinese (zh_CN
locale), and big5 encoding for traditional chinese
(zh_TW locale).
