Hi,

I've made the nightly build not start with a clean, so webstart should 
be able to just download the jars needed.
But that has shown up some bugs in the build. Funny, the whole point of 
doing a clean build is to make the build more stressful, so you are more 
likely to see errors!

a lot of the dependency properties in the build file were called 
blah.notrequired, but blah.uptodate makes for less double-negatives 
which have always been very confusing.
