The Wizard should suggest they use Tools --> Books to bring up the dialogue, 
  and then use the Crosswire tab to choose a new book to download.

Are you saying that the Crosswire tab should come first in order?  You 
definitely should put a note somewhere for users to know that they need to 
click Refresh.  Better yet, Change "Refresh" to "Update Remote (List)".  At 
least call it "Update", then add a tooltip.

If you decide to change it, change it to "Remote", as I could set up a LAN 
with the module depot stored on the file server.  My LAN users would be able 
to dl new modules from the LAN or the Sword site.
