You have the right idea. It belongs in the web project. We may wish to
have a jnlp file have the correct file url so that it will work in from
the directory in which it resides. This is what I have done in build.xml
install target for bibledesktop.
From the one jnlp file we can filter copy it and rename it to produce
several different jnlp files. One can be appropriate for the local
filesystem and one for the web. The advantage of having the one for the
local file system is that you can test it before deployment to see if
there are any problems.
