If what you mean is that
     jsword.jar will contain jsword/resource
     common.jar will contain common/resource
     bibledesktop.jar will contain bibledesktop/resource
I think that is a great idea.

ResourceUtil and CWClassLoader will still look in ~/.jsword first.
So developers and brave users will be able to override resources.
