Joe,
It is a TEI crossover, from my understanding. It means RESPonsibility.
It assigns some aspect of responsiblity. In this case to PDY (whoever
that is) for strongsMarkup on January 19, 2003. If it's not in the
official spec, it should be. I started using it because of discussion
about it at an OSIS standards meeting. I'll follow up on it and make
sure it is valid.
