Besides what Greg says, you need to access the headers *before*
installation, on any platform (there's nothing Windows-specific here).
How are you proposing to do that? You shouldn't use the installed
headers, even if they happen to be there, for either building sword
itself, or its bindings, utilities, tests, etc.
