I don't believe this is Qt 4.6 specific. I put this assert there to show 
if we are using the same "action name" more than once when loading 
shortcuts from the bibletimerc file. It probably indicates that there is 
some problem writing the shortcuts into the bibletimerc file. Could you 
provide me your $HOME/.bibletime/bibletimerc file?

Also, I believe you can get past this by deleting the shortcut  entries 
in the bibletimerc file or just temporarily renaming this file.
