Why not, if BibleTime just works on them? It would disappointing if  
someone happens to run W98 and wants to use BibleTime in it, and the  
only reason why he can't do it is because our installer doesn't  
support it.

On the other hand, we can mention that we support Win9x but an  
installer or a binary package is available only if someone requests  
for it. Then it's easy to create a simple .zip file for the binary and  
the user can set up the rest manually.
