[bt-devel] Strange ~\.sword behavior

I was able to install a number of modules to ~\.sword (all the Bibles
from CrossWire at once, actually, although it took in the order of an
hour or more for it to get started the actual downloading) from a
fresh build of BibleTime on Windows.  Since I have no mods.conf,
that's where it's putting the modules for the time being by default
behavior of the Bookshelf Manager.  However, the program can't
actually locate and load those modules.  Is this normal behavior?
