The pserver went bye-bye. The gaim irc chan had the following to say about it.

Topic for #gaim is PLEASE read the faq at http://gaim.sf.net/faq.php | 
"latest" is not a version of gaim | cvs server is having issues. the pserver 
is down, and we do not know when sf will bring it back up.
