I am currently starting some updates in the cvs - Mostly in
hdbk-toolbars.  If you do the translation using KBable this will
streamline the creation of po files.  The creation of a KBable
Dictionary from a completed PO file will allow a very simple update
after the source is modified.  It may also provide a rough translation
if you have existing .po files.  For example previous version of
bibletime, or the kde.i18n repository of .po files for kde3.
This should also work if I change something after it is translated.  I
don't expect too many changes, but there are a few things that need to
be updated.  Most of the changes have to do with pictures which will not
change the text.

I would recommend against editing the french XML file directly, as then
the .po files are not useful for fixing future translations (or the
current one if you did a translation and then the english had a minor
change.  If you are going to be working on translation, I would
recommend that you copy the .po files and work on a local copy.  I will
not be doing anything with .po files unless asked.

I tend to use meinproc --check index.docbook to parse the xml file to
html.  The method used to make French XML from English XML via po files
is explained in http://i18n.kde.org/translation-howto/index.html
Joachim's script is much easier and automates the entire process.

If you have bibletime installed you could copy your xml on top of the
handbook.  All you would find is that the result of the kde help center
directly parsing the xml looks exactly like the html output.
