I fixed it too, by changing gen_am.dat to only install english.
There is a bug in the cs translation files that caused this problem,
probably because they have not been finished.  You solution is cleaner. 
I will update my files tonight, and get back to work on the handbook.

I think this issue is closed.  The bugs (cs and so on)in the translation
files will work themselves out as they are completed.
