I am starting to update the handbook for the next version.  In order to
simplify loading modules, can we compile in installmgr, so that it loads
to /usr/bin/installmgr?

I realize that it requires the tcl libraries to work, and we probably
don't want to compile in all of that stuff also, but it would simplify
the instructions for loading modules.

For the moment I am adding to the CVS handbook a section indicating how
I think it should work.  It this will not work, please let me know.

I have started modifying the handbook to reflect this, I ran into a
problem with links that are in one sub document which point to another. 
when I get this figured out, I will upload some changes.
